BATON ROUGE — Of all of the major candidates vying to capture the 3rd Congressional District seat, a political novice from Houma appears to be the clear money leader. Ravi Sangisetty is a Democrat running for office in a district that national odds-makers have pegged as a possible takeover for Republicans. Incumbent Congressman Charlie Melancon, D-Napoleonville, is vacating the seat to oppose U.S. Sen. David Vitter, R-La., in the fall.
